In the Phase 2 mission of cleanup, how is USACE conducting soil testing on cleaned up properties?

Tetra Tech, Inc. is collecting soil samples from residential TMKs and shipping to Eurofins Laboratories in the mainland US.  Residential confirmation soil testing involves 17 analytes (antimony, arsenic, barium, beryllium, cadmium, chromium, cobalt, copper, lead, mercury, molybdenum, nickel, selenium, silver, thallium, vanadium and zinc) commensurate with a ‘Soil Sampling and Analysis Plan’ approved by Hawai’i DOH.  USACE is still determining the final analyte list for commercial properties, but at a minimum will include the above metals and pesticides.  

It is important to note that ash sampling conducted by Hawai’i DOH did not detect any pesticide residues. The primary constituents of concern identified were metals detected above Environmental Action Levels for arsenic, lead, antimony, cobalt, and copper. Once USACE has ensured that all fire-related debris has been removed from a property and meets soil testing meets standards, contractors will return to install erosion control methods. USACE will then report to the County of Maui that the lot is cleared and provides a ‘closeout’ package, which can be found on the Debris Clean-up Certificate Map Viewer.
